The latter. Netcom subscribers would still be subscribed (and you can
still ADD them as owner), but they would not be able to post.

There is a feature (I believe it's new to the 1.8d beta) that allows you
to add an "Allow" section, where you could list trustworthy Netcom people
to be ignored by the filter, though I've not tried it myself.
