Resolution (thanks to Jacob Haller)
Turned digest off, then back on. Issued the Free command and messages
started rolling. 
Apparently the digest got out of sync.

It usually means that there is a problem with the storage used by
Listserv to keep the archive files. The problem is preventing Listserv
from creating new files.

An incomplete copy of the message might  be present in the archive
file. The 
list is being held to prevent further occurrences of this error. Please
take 
corrective action  and issue a  "FREE FREELANCE"  command when you

the message to be reprocessed.
