A long time ago I changed the WORDS-L default to FILES=NO and at the
same time changed the settings of people already subscribed with 'quiet
set words-l nofiles for *@*'.  Since then I've noticed that some of the
individual settings were back to FILES=YES.  I just quiet set them all
to no again and tried something.  I subscribed to the list from one of
my accounts elsewhere and then came back here and queried for that address.
Sure enough, FILES=YES.  Why?
