The daily limit starts counting again from zero each time the list is freed.
Thus, if there are 5 messages waiting (whether or not they are there because
a previous daily limit was hit) they're counted toward the new day's limit.
 
Note again though: the count is reset EACH time the list is freed as well as
as at the start of a new day. So if you have had 20 posts by 08:00, HOLD the
list, then FREE it even 10 seconds later, you've also reset the counter back
to zero so your daily limit starts all over again.
 
Also note that when a daily limit is reached the list isn't automatically
freed the next day - the list owner has to do that.  (We do have a couple
of lists that get freed automatically but that's because something we set
up issues the appropriate FREE commands to LISTSERV on a schedule.)
