I _think_ that the list NODEINFO, who's description is appended, is
the right place.  (Please correct me if I'm wrong.)  I've hilited
the first paragraph.

   This list is not restricted to BITNet (CREN) nodes only, and is
   intended to cover all of the various networks.
 
   At first glance, this list may seem to duplicate other lists, most
   notably LINKFAIL, NODMGT-L, and LSTOWN-L, but there are important
   differences:
 
       LINKFAIL is  mostly concerned with BITNet  connections, and
               usually contains  messages concerning  outages that
               have passed  or will occur.  NODEINFO  is not meant
               to cover this area, though major outage notices may
               appear on NODEINFO if warranted.
 
       NODMGT-L is  mostly concerned with node  management issues,
               and includes discussion of  same from time to time.
               While  NODEINFO  may  cover some  of  these  areas,
               NODMGT-L is not meant as, and has not been used as,
               a forum to cover  the issues that NODEINFO proposes
               to cover.
 
       LSTOWN-L is meant for  (revised) LISTSERV list owners, and,
               though  it  has been  used  to  ask about  delivery
               problems, these problems are usually outside of the
               intended scope  of the  LSTOWN-L list,  though they
               have been tolerated in the past.
 
   In addition, please be aware that the audience of the NODEINFO list
   is expected to include people from many backgrounds - from node
   administrators and postmasters to list owners (LISTSERV or otherwise)
   - and anyone else interested in appropriate NODEINFO issues.  As
   such, people need no longer subscribe to other lists to discuss a
   topic which only sometimes appears, and so they not only now have a
   list that is more on topic, but they also have one place to receive
   such information from, which eliminates the "sifting" through
   postings that some people must now do with the other lists.
 
   Issues of a technical nature (other than those contained in an
   explanation of a problem) are probably best discussed on the various
   lists that exist for the specific software involved.
 
   This list will be moderated for a couple of weeks while people
   initially join, then unmoderated.
