Since you posted the original message, one can see that the piece
of mail reached the "CU.BBK.AC.UK" host.
So, you should be able to rule out the guess
that an intermediate node messed it up.
(You didn't give any information on the frequency.
Does it occur for *every* mailing to SCOUTS-L, or is this "once-only"?)
 
Since a direct connection to the SMTP-server at that host isn't possible
(from this side of the Atlantic Ocean :-), I would try to send E-mail
to that ID.  If it is returned to you, then the problem is strictly
at that node; my guess is that the user has tried (unsuccessfully)
to forward his/her mail to another ID.
In that case, send E-mail to [log in to unmask],
and ask him/her to verify the mail-forwarding which the user may be doing.
