The reason the subscriber posts are moderated is that you have
Send=Editor. If you have Send=Editor, then setting subscriptions
to REVIEW is redundant. REVIEW setting is generally used for
lists with a different Send= value.

REVIEW and EDITOR are different aspects of the same setting, so
if you have REVIEW, you've turned off EDITOR and vice-versa. You
can think of the setting as a "posting privilege" which can be either
POST, EDITOR, REVIEW, or NOPOST. POST, which is the
default, means that it's subject to whatever Send= is set to in the
header.
