There are a couple of ways:
 
a) correct the syntax you used: there should be a comma after the colon
   following QUIET
 
b) NOTIFY= a real userid@node
 
c) NOTIFY= OWNER (as opposed to OWNERS) which deliveries to the first
   (or only) non-quiet owner
