Welcome/Anon template edits?

Is there any way to edit the welcome template for Anonymous users (v 1.8d )?
It doesn't seem to be part of the default.mailtpl file, nor can I find info
about it in the docs.  The default it gives is inappropriate for
broadcast-style lists and I don't want to use "realnames" on my lists.
