The 'standard welcome' message is actually the $SIGNUP template in the
DEFAULT.MAILTPL message template file.  You can customize this message
and other templates by creating and PUTing a listname.MAILTPL template
with the revised templates.  Read all of Sec 9 in the Owners Manual for
full details on this.
