No, you can't, unless you're the postmaster/maintainer or NAD.  You can
do the day to day managing but you can't "set up" the list nor the filelist.

Well you can, if you really want to, and they don't have passwords.
Just forge mail for them.  Why not just tell them how to do it themselves?

No, it may seem inconsistent but it really isn't.  AFD/FUI has greater
security than your general list work because of the much greater potential
for distributing *really* nasty stuff, like viruses, enormous files that
will overload people's systems, etc.  Eric hasn't "fixed" it because it
works the way he designed it so it ain't "broken."
 
For anything else you'll have to ask Eric himself.
