I'm assuming you know how to write (or modify, in this case) web pages.
If not, consult the appropriate documentation.

Do you already have a listname.MAILTPL file? If so, skip down to step 3.
If you don't, start with 1.

     1. Send email to your LISTSERV with the command: GET DEFAULT.MAILTPL
     2. Modify the first line of the file you get back to: PUT listname
MAILTPL PW=YourPW
     3. Go down to the part that starts with >>> WWW_INDEX
     4. Modify this part to add your image tag and any other stuff you
want
     5. Send the complete file to the LISTSERV

This will do it for you.
