While Doug'method is correct, the average List Owner does not have the
necessary server access to do this.  So, a method that will work for any
list owner:

1.  If the list is already 'on HOLD' then you don't need to issue the HOLD
command.  (if the list is not on hold, it's already too late to send the
command as LISTSERV's normal processing time on List Messages is mere
seconds.)

2.  Use the www interface or GET/PUT by email to change the list from
whatever Send= setting you had (e.g. Send= Private)  to

 Send= Editor,Hold
 Editor= [log in to unmask]  (make sure your address is first or only
Editor=)

(This changes the list so that ALL posts must be moderated by the List
Editor (who may be the same as List Owner, or not).

3.  Issue the command   FREE listname

4.  This 'frees' the list but since it is now changed to a moderated
format, all messages on hold will come to you for approval.  Approve the
messages you want to, and do not approve the messages you don't want to.
Thus keeping the undesirable message from going out.

5.  Place the individual on  REVIEW  (so their own future messages will
come to you for approval) or take any other actions you deem neceassary or
appropriate for the errant user(s).

6.  Restore the list to Send=Private (or whatever it was before) and let
the list resume normal operation.
