Thanks for the many replies. I finally got, it think (yes, I've read these
posts in the past). It looks like

Send=Public,Confirm,Non-Member

will do exactly what I want. It just requires a twist in thinking for an
old hand (and what I want DOES feel to me more like Send=Private but with
exceptions than like Send=Public with restrictions).
