   I think you will need an entry in your site.catalog file or the equivalent on
your unix system.   We use NT and there I have an entry like

XXX.KEYWORDS C:\LISTSERV\MAIN\XXX.KEYWORDS ALL OWNER(XXX)

where XXX is the listname (e.g. TESTLIST).  This allows the owner of the XXX
list to update the file and indicates where it should be stored.
