I see variations of the following from time to time.  My take on it is
that "owner-LISTSERV" (a reasonable final resort to complain TO, given
that the "from:" is lost to the extra blank line after the msg-id) is
being treated as the valid sender.  I think what is intended here is
a message to owner-LISTSERV saying something more useful like "botched
header".  A confusing variation of this is the mysterious notifications
I get telling me that my submission to some (moderated) list I've never
participated in has been submitted to The Editor for approval.
