The owner of UREP-L is moving the list to two other sites which will run
peered lists.  During the interim, there are three peers: BNLVMXA (the
original home), PSUVM, and IRLEARN.  All subscribe each other with the magic
name of "Peer distrubution list".  When the owner does a review to BNLVMXA,
BNL also sends the command to PSUVM and IRLEARN.  Fine so far.  HOWEVER,
PSUVM then forwards the command to IRELARN also.  How can we prevent this?
