No.

Do you mean web interface or just web archives?  If you don't want web
archives, simply remove the \archives\listname folder for any or all
lists. If you want no message archives at all, use Notebook= No
for each list.

No, using 'Separate' for notebooks will not display on any version of the
web interface nor can it be converted 'on the fly'. This takes manual
editing. You can of course just change 'Separate' to 'Monthly' in the
Notebook line, but that only takes effect then, it does no retroactive
conversion.
