A further thought.  I am appalled that your administration does not
permit you to filter those students.  Is there some way that you
could educate the administrators responsible for this decision
that this is not a matter of free speech but a matter of educating
good cyber-citizens.  Students who play these kinds of pranks on
campus are likely to flood the whole net with garbage. At our
university we have a firm policy of removing people's e-mail
accounts who violate our rules of netiquette repeatedly.
