Okay, I was wrong--we can generate change log data, and are doing so
in a couple of cases.

Normally, I wouldn't've reposted after that, but there's a secondary
issue I wanted to ask about.

The drop-downs which contain the date information on our system give
the options of years 1999-2008 and 9999. 2009-2011 are missing. Any
idea what that's about?
