The vast majority of people (speaking for the general populous), for dial-in
networks and DSL within the last couple of years have dynamic IP addresses
that change all the time.

Older DSL and Cable customers with static IP addresses would probably have
very poor luck changing their IP addresses.  That tends to not be an easy
process to work through the customer service mill.
