I would put your trouble-shooters in a sub-list of the public list (Sub-Lists= keyword). They would receive everything sent to the public list, but would discuss using the sub-list not the public list, thus avoiding the public POSTACK1 message. This would also keep separate archives, which could be interesting if you want to keep track of troubles reported: just count the number of messages sent to the first list. You could also subscribe people to the first list who want to know a problem has been reported but are not involved in their resolution.
