What controls who is permitted to read "<listname> FILELIST"?
 
Right now, a non-subscriber who executes
index sap-r3-l
gets back the response
"You are not authorized to GET file "SAP-R3-L FILELIST" from filelist MIT."
and a subscriber who executes
get sap-r3-l filelist sap-r3-l
gets back the same response
"You are not authorized to GET file "SAP-R3-L FILELIST" from filelist MIT."
 
What controls the response to a "INDEX <listname>" command?
Is there a parameter in the list header, is it keyed off some other setting,
or is it something that the LISTSERV maintainer controls?
