If your server is running Version 1.8c of LISTSERV(R) then you (as List
Owner) send the command  to the LISTERV Command Address
 
 quiet set listname subjecthdr for *@*  This will set everyone to subject
header (Listname) assed to all Subject Lines.  You should also add
SubjectHdr to you Default-Options= line in your list header so it will
work for all new subscribers also.

Read Section 9 of the manual.  It tells how to GET, modify, and PUT back
a listname.MAILTPL template file with a BOTTOM_BANNER template which
includes what you want to do.
