It is now in 1.8b, but you're running 1.8a. SHORTHDR then means "one
recipient per message, explicitly listed in the To: field". As explained
in the release notes, SHORTHDR is a historical option for old BITNET mail
systems and SHORTBSMTP is the "normal" short header.
