If you don't specify a topic, it goes to the topic "OTHER". When you
set all subscribers to the first topic, did you by any chance set
them to ONLY that topic?

Try this:

QUERY listname WITH TOPICS: OTHER FOR *@*

to see how many people are subscribed to the "OTHER" topic.
