Use a sendmail based mail relay. Configure a milter to intercept all
messages and massage the headers of the email, replacing the contents of
the To: header with information of your choosing. Check
https://www.milter.org/ for general information on milters. MIMEDefang (
http://www.mimedefang.org/ ) is one milter I am familiar with (we use the
commercial product based on it, CanIt Pro). With some custom programming,
it will do what you want, as well as general spam filtering, virus
scanning etc.
