If it's an eval kit, you get rid of it by purchasing a LAK.  :)
 
If it's a production license, check the listname.MAILTPL and see if it
has a >>> BOTTOM_BANNER template.  You simply delete the template if it
exists and re-PUT the listname.MAILTPL.
