The file server  functions are different under VMS, so  the advice you've
seen on this list (which is at 99% for VM, since the workstation versions
are  quite  new)  does  not  apply. Under  VMS,  the  WELCOME  files  are
implicitly defined. You don't need to edit FILELIST or FILEID files - you
can use the  PUT command directly to store the  file. Another method (for
the  system administrator)  is  to  simply use  TPU  to  create the  file
LISTSERV_FILES_DIR:xxxxx.WELCOME.
