Sorry, I can't agree. A person should know if they're being moderated.
It's only fair.

Besides, if they're smart enough to know how to use and understand the
results of a REVIEW command, they're probably also able to a) notice that
their posts don't show up immediately after being sent, and b) check the
headers.
