This message applies to both digest  and index. If you switch from DIGEST
to MAIL, you get a partial digest,  and if you switch from INDEX to MAIL,
you get a partial index. If there is nothing to be sent, in principle you
don't get that message at all. So, either the message was lost or this is
a bug. Is the list run on a VM server?
