This is almost never a LISTSERV problem.  YOu can check the LISTSERV logs.
Usually LISTSERV processes its messages within 1-2 minutes.  Once LISTSERV
has sent something to the sendmail queue, however, there can be a great
variety of significant problems there that can cause delays.

This should not be happening.  Again, look at the logs.  When did the
request come in? is it repeated (then it's an inbound mail problem that is
making duplicate msgs) and when does LISTSERV post the file outbound (if
it does it more than once then it is a LISTSERV problem) otherwise its a
sendmail problem external to LISTSERV.
