Most likely, the address listed for you in the List Header is slightly
different from the address you are sending commands from.  This causes
LISTSERV to not recognize you, and not grant you Owner privileges.

There is no functional difference between Review= Owner and Review= Owners.
Quiet List Owners have equal powers as non-quiet, except they don't get
Notifications, error msgs, etc.
