     On our list it was the conscious decision of the listowners to set it
up so that only listowners could do a full REVIEW.  We couldn't think of a
reason that a listmember would want to do a REVIEW and if they did have one
then they could easily contact any of the listowners who would be happy to
assist them in getting whatever information that they were seeking.  We were
thinking about someone who might join the list, do a REVIEW and have a nice
list of e-mail addresses to SPAM or give to some other sort of mass mailing
distributor.  The list members didn't ask for this [most can't even set to
NOMAIL without assistance nevermind thinking of doing a REVIEW].  We just
figured if we could hinder or slow down mass junk e-mails in our own little
way, why not?
