I probably was mistaken. You can try taking the Filter out of the site
config and just use it just in the header(s). Try it and see what happens
if this is what you want. It may also have something to do with using
*@domain  vs  user@domain in the filter as to how it's handled.

In any event, you did it right and it's working to block unwanted mail.
