Can't Set INDEX -- Why?

Can anybody explain why I get the following message when I try to set
INDEX for myself or other subscribers on my list?  I am running a list on
Listserv version 1.8b.  Setting DIGEST is no problem.
 
> set shotimes-l index
Invalid subscription option - "INDEX". No action taken.
