Some of our announcement lists are being hit by spammers generating annoying moderation approval messages. How do I configure my list to reject everything from outside domains while sending all those from internal addresses to the moderators for approval? Inside senders might not be list subscribers.

I want to use
Filter= Allow,*@csulb.edu

but still have all messages sent to the moderators.

1) The keyword reference doesn't specify whether wildcards are permitted with Allow.

2) Does Filter= bypass list moderation?
