After reading the 1.8d listowner manual and the above thread, I am not
confident that I understand the correct way to set up a list to enable the
following scenario.

I know how to do this part:

  * Define three listowners.
  * Set users to REVIEW and NOREVIEW.
  * Send= Private.
  * Have the primary listowner approve posts by REVIEW subscribers.

I am not sure how to achieve this:

  * Allow ALL non-Quiet listowners to receive the OK-approval form
    for posts by REVIEW subscribers - i.e. the responsibility for
    approval should not be round-robin style.
  * Allow any non-Quiet listowner to OK-approve a post made by a
    subscriber set to REVIEW - i.e. the permission to send an OK
    approval message should not be limited to the primary list owner.
  * Allow any NOREVIEW subscriber to post without moderation.
  * Allow any listowner/moderator to post without moderation.
  * Prevent REVIEW subscribers from posting without moderation.
  * Prevent non-subscribers from posting.

Does the following setting enable the above scenario?

  * Send= Private
  * Moderator= ALL,listowner1addr,listowner2addr,listowner3addr

If not, what settings will, or is this impossible?

If this is impossible, may I make this a feature request?

In comparison: Listar (www.listar.org) enables the above scenario.
