I all depends on what you mean by "it."  User behaviour and mail clients are one thing, and LISTSERV
list configurations are something different.

If the list is an announce-only list, or perhaps a seldom REPLY to list, then various forms of
moderation e.g., Moderator or self-approved, or rejection can be configured into the list definition.
