I second Paul Russell's opinion: the subscriber is experienced with
LISTSERV. If this were a spammer, setting up as a subscriber to send junk, I
don't see why FULLHDR would be requested, unless it were to throw our
guesses off. That seems more sophisticated than most spammers, and contrary
to their usual practice of simply sending from a nonexistent address.

If your list doesn't default new subscribers to REVIEW, you might consider
(quietly) setting that option as well, if you don't want to trust this
person. My lists have it as a default option, and subscribers get "promoted"
to NOREVIEW when they send something appropriate, or when they've been
receiving mail long enough that I think they're really interested.
