We didn't.  It is possible your Postmaster either has an incorrect understanding
of the www interface requirements and capabilities or has other objections to
activating it that are not being voiced.

Obviously if you don't have message archives, you can't browse them.  But
Management of lists and server Admin tasks (making new lists, etc) can still be
performed by List Owners and Postmasters.  We adminster many lists hosted at
L-Soft that do not have message archives.  We flatly could not do so many if we
didn't use the www interface.
