A typical Administrator would have duties that are pretty different from
being an Owner.  Skills obviously could overlap, but in fact the focus
could be entirely different.  At small installations, they often are one
in the same.  At larger ones, though, they are highly separated.

If you take a look at the table of contents of the list-owner's manual:

you get a good birds-eye view of responsibilities and skills.

Besides the obvious technical talents, the individual should have skills
that make them good problem-solvers and good human communicators, able to
convey appropriate information to a diverse audience.
