In general, no.  However, List-Level CHANGELOG files (if activated) are
accessible to List Owners via the WWW interface.  The server-wide
SYSTEM.CHANGELOG file (if activated) is accessible to System Administrators
(but not List Owners).  The various general LISTSERV system log files are
not accessible to anyone via the www interface.  It would be a great
security exposure to do so.
