Not globally, no. They could do it manually with a moderated list, and
can add them to their own messages.

I've been asking for the ability to add custom headers (along with a half
dozen other things) for a while, don't know if it's planned for a future
update.

TOP_BANNER just defines text that will be at the top of a message, not in
the headers.
