This depends on two things:

1. The LISTSERV site is configured to allow web-accessible archives;
2. Your list has been set up so that the archvies are available via the
web.

Chapter 5.4 of the LISTSERV 14.3 Site Manager's Manual explains how to
enable this feature.  You can also view it online here

Yes, the web archives will give them this access.  They can view and
search posts, send a post of their own, and view/change options for their
subscription all through the web interface.
