BTW, there are LOCAL Usenet gateways, as opposed to GLOBAL.  For the most
part, AMERICAN was responsible for GLOBAL.  A given
organization/instuition can use their own mail/Usenet gateways to provide
LOCAL service and provide some semblance of order (human and electronic)
to maintain proper decorum.
