I have my list set up so that no one is subscribed to the OTHER or the ALL
topic.  We're supposed to see only messages with properly formatted subject
lines, i.e., with a good topic name followed by a colon.  All of a sudden
we're getting improperly formatted messaages, i.e., with topic names and no
colons.

Has something changed with the TOPICS feature?
