In helping a colleague configure a header I have come across a poser.
He wants subscribers on this SUBSCRIBE=BY_OWNER list to be able to
post directly to the list, while posts from non-subscribers would be
fed through the editor.
 
I am relatively new to this, and am not sure how to proceed.  Will
SEND=PRIVATE do the trick?  If not, does anyone have some advice?
