The user sent  a bunch of invalid commands and  LISTSERV decided to start
ignoring anything  coming from it (this  is a mechanism to  avoid endless
loops with broken mailers). The user was sent a message explaining how he
can restore his access. Until he does  that, he won't be able to send any
command or post to any list.
