I have seen a list header (LISTSERV version 1.8a on VM is being used) that
contains the following two lines:
*  Owner=  UserA@NodeA  (UserA's Real Name)
*  Owner=  Quiet:,UserB@NodeA  (UserB's Real Name)

I would like to understand exactly what the "Quiet:" does.

1. Does it exclude UserB from receiving mail to Listname-Request?
2. Does it exclude UserB from receiving mail directed with a ".re owner",
   ".cc owner", or ".to owner" command in a MAILTPL file?
3. Does it exclude UserB from being included in the expansion of the &OWNER
   parameter in a MAILTPL file?
4. Is there any reason that "Quiet:" couldn't be applied to the first owner?
